THE PROGRAM

The Agricultural Land Commission (ALC or Commission) is an independent administrative tribunal established under the Agricultural Land Commission Act (the “ALC Act”). The Commission is responsible for protecting agricultural land in British Columbia and for exercising decision-making authority related to land use within the Agricultural Land Reserve (ALR). 

The purposes of the Commission, as set out in legislation, are to preserve agricultural land; to encourage farming on agricultural land in collaboration with other communities of interest; and to encourage local governments, First Nations, the Province, and their agents to enable and accommodate farm use of agricultural land, and uses compatible with agriculture, in their plans, bylaws, and policies. In fulfilling these purposes, the Commission is required to give priority, when exercising its authorities, to protecting and enhancing the size, integrity, and continuity of the ALR land base and the use of ALR land for farming. Through its decisions, policies, and oversight activities, the ALC contributes to the long term sustainability of British Columbia’s agricultural sector.

THE ROLE

The Chief Executive Officer (CEO) is accountable for the exercise of powers assigned under the ALC Act and other duties as assigned by the ALC. The CEO leads a professional staff team that provides operational, analytical, and administrative support necessary for the effective and timely discharge of the Commission’s responsibilities.

The ideal candidate will have demonstrated strong leadership as part of a senior management team, executive committee, or board structure; and have direct experience managing and supporting staff in daily operations. Success in this role requires a substantial understanding of agriculture, land use planning, local government, and/or resource management; and the ability to build and maintain relationships within and outside the ALC (e.g., with local governments, First Nation governments, provincial ministries, Federal departments, Crown Corporations, industry stakeholders, etc.).

Along with the opportunity to work alongside a dedicated professional staff group, the role of CEO offers an annual salary range of $175,800.14 – $224,500.25, and a generous benefits package.

THE REQUIREMENTS

• Post secondary degree in a discipline related to land use, such as geography, agricultural/rural studies, resources management planning, land use planning, public policy/planning, public administration or an equivalent combination of education and experience.
• Minimum of five years of progressive senior management experience or leader of staff attaining a senior manager level in a planning, regulatory or policy analysis/development environment and/or as a manager in a compliance and enforcement role dealing with land use in a public or private sector organization.
• Experience supervising senior level staff.
• Experience managing the preparation and development of legislation, regulation, policies, Treasury Board and Cabinet Submissions.
• Knowledge of the various related Acts and
• Ability to establish constructive working relationships with various internal and external stakeholders.
• Ability to manage conflict and negotiate mutually acceptable solutions with diverse stakeholders.
• Excellent written and verbal communication skills.
• Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry.
